In a back-and-forth with the chairman of the House Judiciary Committee, Jerrold Nadler, Matthew G. Whitaker, the acting attorney general, said he had provided no information to President Trump or White House officials about the special counsel investigation. At one point in the heated exchange, he also informed Mr. Nadler that his five minutes were up.
